Citing an effort to save money, the majority of over 1000 surveyed businesses say they will not upgrade at all to Microsoft's upcoming operating system, Windows 7. Many executives see little return on investment in moving to latest platform until necessary, and in the tightening economy, the delay could save a significant number of resources.
